Document Job Set field missing from Ship Confirm Rule

in Order and Service Management (Communications Industry) (MOSC) Question

Hi

in our previous instance , we had defined custom shipping document set consisting of Packing List , Commercial Invoide and BOL and had attached this set to the Document Job Set field int he Ship Confirm Rule. But in the new instance which we are trying to configure now ( 23C) , i see this field is missing in the ship confirm rule setup page.

Any thoughts on this ? See attachment
