PO Auto Sourcing not budget checking even though selected

We are on PS 9.2 PUM 47, PT 8.59

One of our BU's who use the PO Auto Sourcing process is finding that even though the radio button to budget check is selected, when the process is run the budget check is not happening. The PO is created but is in a not checked budget status.

Anyone know why it isn't budget checking? The Requisition was fully valid and budget checked prior to auto sourcing. Any advice or assistance would be appreciated.
