how to out-of-place patch oracle 19 HAS/RAC rdbms without rhpctl

in Database Administration (MOSC) Question

We want to automate a silent out of place patch of both HAS and RAC rdbms without using rphctl for 19c.

currently, we have processes which will do this for Grid and want to do the same for Oracle rdbms out-of-place where we are using a gold copy (patch present already) on the new rdbms homes
