WebADI journal uploads failing with runtime error 70 or 405 (but not consistently)

Oracle eBusiness 12.2.6

Our business users have been recently experiencing issues in journal upload from Excel to Oracle.

Our platform is hosted in Azure and users are both office based and/or connected via VPN.

Journal upload is no longer consistent - it may work or it may not. When journal is uploaded - it can return with a Microsoft Visual Basic Run-time error '70' Permission denied.

Sometimes a Error 405 message (Method Not Allowed) from Goole (the request method post is inappropriate for the URL ....)

The user may be able to retry and it could work the 2nd time or it will work for another user without any issues.
