PeopleSoft 9.2; Purchasing

Looking for a way to BOLD a portion of our standard verbiage in the Footer of our generated Purchase Orders. We have been advised that we need to present our EEO(Equal Employment Opportunity) verbiage in BOLD font on Purchase Orders. Obviously the PO Comments field does not allow formatting. Has anyone done this to this field (or something similar) using PeopleCode or some other way?
