Is it possible to narrowly restrict access to a database in OEM 13.5?

In OEM 13.5 on Linux 8, I want to restrict an administrator to only have access to the "Security" tab in the database homepage. I am able to "grey out" all tabs. I am trying to allow access only to the Security tab.
