Question about database hanging

We are running Oracle 19C (19.16) on Linux.

We've been seeing some issues lately when an increased load on the database seems to cause the database to hang. The only solution has been to kill the database processes and restart the database. When I checked the alert log I noticed the following messages around the time we encountered the issue: 

Mon Nov 20 10:34:50 2023
 CL01 failed to acquire latch
 Mon Nov 20 10:35:02 2023
 CL02 failed to acquire latch
 Mon Nov 20 10:35:04 2023
 Timed out trying to start process MZ03.
 Mon Nov 20 10:35:36 2023
 kkjcre1p: unable to spawn jobq slave process

I searched through some older alert logs and found that the "unable to spawn jobq slave process" seems to have surfaced since we upgraded to 19C.
