October CU 2023 failed to install causing weblogic instance down in server manager

Hello, 

We have tried to install OCT2023 CU which failed causing the WebLogic instance down in server manager. when we try to access the Weblogic instance it throws below error:

Warning

Error accessing 'svr_WEBLOGIC': jde:targetType=owl_1212,instanceName=svr_WEBLOGIC

Unable to manage the instance. A common cause is that the agent is running with an invalid user.

When checked logs we had below error:

UI-67073:UtilSession failed: ApplySession failed in system modification phase... 'ApplySession::apply failed: oracle.glcm.opatch.common.api.install.HomeOperationsException: A failure occurred while processing patch: 35893811

We have made sure that all the related processes, AV is disabled and no services are running.
