Fraud Protection - Prefixing wildcard

I have switch and the oracle SBC installed in my environment and I'm trying to implement the FPE. The problem i have is, the switch receives the call and forwards it to the SBC where the To number need to be blocked. In my case, the switch chooses dynamically based on the LCR and add 4-6 digit prefixing the "To" number. So, I wanted to know the best way to configure with wildcard entries with prefixing 4-6 digits.

The Oracle document suggests not using the wildcard, brackets, and parentheses.
