Enabling PeopleSoft Security Question for Password Reset

We are on PeopleSoft HCM 9.2 version with PeopleTools 8.59.05 and planning to implement Image 47.

We are planning to enable "Forgot your Password?" feature on Login page. We did all required setup and it is working fine. Our issue is, as part of this feature, PeopleSoft prompts security question before sending email with temporary password but we didn't have security questions setup for any user. Is there any way can force user to setup security questions when user is trying to login, if they were not already setup?
