Orchestration over P0015A throws Currency Conversion Rate - Spot Rate error

We are running an orchestration that enters the currency exchanges into our system. When we run the orchestration with Currency Code KRW and To Currency Code the orchestration fails with the following error: (1) Code-Control: 019T-27, Title: Error: Currency Conversion Rate - Spot Rate has an invalid data dictionary value., Description: The Currency Conversion Rate - Spot Rate does not match any of the valid values specified in the Data Dictionary for this field.

Now, if we swap KRW and USD, it will run successfully.

What does this error mean? And why does it only display when KRW and USD are in a specific order?
