What is the purpose of both AHF and the OEM agent with respect to their functionality?

In an environment where we have OEM (OEMREP, OMS and agents on each VM), what is the purpose or benefit of the AHF package?

Is there an Oracle white paper that goes into this? In particular why you would need both.

I ask because having to install and maintain both seems redundant, esp. when oracle support or their "built in banners" directs me to update them every quarter or half year.
