Apache plugin (mod_wl_24.so) requires End of Life'd versions of Visual C++?

Weblogic 12c + Apache 2.4

Windows Server 2019


We are trying to setup an Apache proxy server to split traffic between our PeopleSoft weblogic PIA and the REN server. I've downloaded and setup the Apache 2.4 WebServer and the Weblogic plugin version 12.2 for Windows. There doesn't appear to be a plugin version 14+ for Windows, only Linux.

After following the setup instructions, I try to start the httpd server for the first time and I get the following error:

"httpd.exe: Syntax error on line 186 of E:/Apache2.4/conf/httpd.conf: Cannot load lib/mod_wl_24.so into server: The specified module could not be found."
