Why does Oracle SBC 4600 not respond to SNMP get-request

Sorry for the long question but I have a pair of oracle 4600 SBC's running SCZ9.1.0. I've enabled SNMP v3 for standard SNMP polling. I did packet capture from wancom0 interface and capture shows SNMP manager sends SNMP get-request to wancom0 interface of SBC. SBC then responds back to SNMP manager with "report 1.3.6.1.6.3.15.1.1.4.0". I looked up report 1.3.6.1.6.3.15.1.1.4.0 and learned that this means engine ID unknown. My SNMP network engineer tells me he does not need to know the Oracle SBC engine ID when doing basic SNMP polling. Is this true when working with Oracle SBC? Second thing I
