How does Administrators manage training records for External Learners?

PeopleSoft ELM 9.2

 External Learners don't appear when enrolling in a course from the Administer Roster page.

Navigation: Enterprise Learning > Administer Class Roster > Enroll New Learners > Find Learner

The external learner has the correct Learning Environment and Learning Group assigned to the profile but does not appear from the Enroll Learner page.
