Is there a way to prevent departments from scheduling classes in a certain location at a certain tim

At my institution one of our academic departments wants to schedule a recurring event Monday-Friday from January 1, 2024 - May, 30, 2024 in one of our classrooms from 2:00PM - 5:29PM. We originally went into our facility table and set a facility blackout for Monday-Friday from 2:00PM-5:29PM with the effective date being 01/01/1901 and when scheduling courses (Menu -- Curriculum Management -- Maintain Schedule of Classes -- Meeting Tab) we were still able to schedule a class in the same building and room on Tuesday and Thursday at 2:00PM. Is there a way that we can blackout the facility
