WIP completion transaction stuck in TOI with error invalid serial number

Hello Team

WIP completion  transaction is stuck in Transaction open interface with error ''invalid serial number''. further we checked and found that the serial number asscoaited with the transaction is already available in the system and status is issues out of store.

but the question we found that there is Misc Receipt done for the same serial number before WIP completion and the same serial associated with assembly is issued against sales order.

post this we have notice that one more time MISC RECEIPT done with same serial.

why system is allowing MISC receipt of serial which is previously issued out and not allowing WIP completion with same serial?
