Oracle Domain wizard failing (12.2.1.4.0)

Oracle Fusion Middleware 12c (12.2.1.4.0)

I am attempting to install a Domain using setup_fmw_12.2.1.4.0_fr_win64, but I receive an error at Post Processing. I have attempted this many times and it always fails at Post Processing at 94%.

Each time I drop and recreate the RCU and delete the incomplete domain files.

I have installed fmw_12.2.1.4.0_infrastructure successfully without any issues.

I will attach the log file and my environment variables. I can successfully connect to the RCU schema through SQL Navigator.

Other developers have been able to successfully create the Domain without any issues. When they run the wizard it only takes 5-10mins to create, but mine runs for hours and fails.
