How to correctly setup City ER Taxes

EBS - Human Resources Oracle Applications : 12.2.10

We want to begin to withhold City ER taxes and I'm not fully understanding the setup.

1) NY Metro Transit Tax - I'm not seeing any documentation on this at all. I see Peoplesoft but not Oracle. Is this supported? If not, what are others doing to withhold this tax?

2) I'm seeing these classifications for ER city taxes. Why are most Employer Liabilities and not Employer Taxes? And why aren't they all the same? We use these categories in reports to group like elements. I was expecting them all to be Employer Tax.
