Oracle have a document covering below case ( Doc ID 2961440.1): 

** EM 13c: Updating Target Database Monitoring Configurations In EM Console Fail With Error "Invalid property AgentPreferredConnectString for entity" 

Solution provided to have same RU applied to OMS and Agent side.

But in our case, we have applied same RU17 to both sides, but still facing same issue:

  • OMS - RU Enterprise Manager Cloud Control Base Platform Monthly Release Update (RU) 17 Patch 35460709
  • Agent-RU Enterprise Manager Cloud Control Management Agent 13.5 Release Update (RU) 17 Bug List Patch 35460713

Does anyone has any suggestion to fix this issue ?
