ELM related question

We are looking at trying to replace our current Learning system. Since we are Peoplesoft HRMS shop we want to look at ELM as one possible alternative. I have couple of questions..

1. We are on-premise for HRMS, can i opt for ELM cloud (if available) and have that data integrate back to my HRMS?
2. We want to create bunch of computer based training - CBT, courses. Can i create them in ELM directly or should i create it outside and load them into ELM
3. Can I use same system for internal and external training
