Number of Required Resources Changes Based on Timescale

We have resource loaded our schedule with one type of equipment. We have 100 available pieces of equipment to use across all projects. For this example, the project we are looking at requires 12 pieces of equipment per work day. When we are zoomed in to show the work day, the value of required resources is correct (12), but when you zoom out to the month level, it changes (7) in the month of February. How do we zoom to show the required resources per month but keep the value at (12)?

We have tried matching the activity and resource calendars and tried changing the 'interval for time-distributed resource calculations' but it keeps showing an incorrect value when zoomed out.
