How to make dff uneditable for some responsibility while other for editable.

Hi All,

I got one requirement to make dff uneditable for some responsibility let's say abc

while that particular dff should be editable from other responsibility say xyz.

I make the dff uneditable by adding some value set at dff level but it is getting uneditable for all the responsibility and for some specific responsibility.
