JDE E1 Tools Release (9.2.5.3) 32-bit and moving to 64-bit

JDE E1 Tools Release (9.2.5.3) as I understand it, for us to upgrade TR we must first migrate our JDE from 32-bits to 64-bits architecture. IS this correct?

Is the migration to 64-bit strictly an OS upgrade or are there any Oracle JDE E1 upgrades also required?
