How to clone EBS from PROD to Non-Prod env using existing target appl?

We are using EBS R12.2.9.

We want to clone EBS from PROD to Non-Prod.

Can we use existing Non-Prod application binaries and just restore Prod database at Non-Prod db?

If yes, can we have the steps or docid or any reference documents.

Reason: we want to clone our EBS environment without restoring Prod application binaries as there is no code level change in Non-Prod and Prod application binaries.
