Is it possible to build a RAC configuration under the OTN license?

Hello

Currently, I am practicing building Oracle DB with an OTN license for learning.

DB product wants to use oracle database 19c (enterprise edition) that can be downloaded from OTN site.

As far as I know, a separate option (pay) is needed to configure the RAC,

Is it impossible to build a RAC configuration for free for learning with an OTN license?

I look forward to hearing some advice. Thank you.
