dbora.service fails to start or shutdown the database during server reboot

OS: Red Hat Enterprise Linux release 8.9


We migrated our database from RHEL 7 to RHEL 8. Now the dbora.service is failing to shutdown or start the database at server reboot. This worked fine under RHEL 7.

dbora.service fails
