RMAN Taking a Long Time to Process Archivelogs after 19.21.0.0 Patch?

Hi everyone,

We're running Oracle 19.21 just recently patched - about a week after we patched and did a restart of our database, we started noticing that our daily RMAN backups were taking a lot longer than they used to. The files seemed to be transferring to the backup server at the same speed/rate, but the delay between when the archivelog backup started and when files actually started getting transferred to the backup server went from taking 10-15 seconds to taking 20-60 minutes.

I am noticing this most in production where we have a large number of archivelogs, but also in our lower environments - where an archivelog backup that used to take only a few seconds to start is now taking 30-60 seconds to start.
