Is it possible to send the payment reminder letters to customers without setting up delinquency?

We are upgrading from JDE World to JDE E1 9.2. 

We have a very small customer data base which is being handled individually by our

credit managers. Each credit manager is responsible to send payment reminders to the 

specific group of customers allocated to themselves.

Is it possible to generate the reminder letters, with letter text and customer aging details 

without defining delinquency policy? Can we just run R03B20 and generate letters with text and aging details?

As we understand policies are very strict and we need to define many criteria based on which letter will be sent to customer.
