what are the differences between a HE and non-HE cluster

product OLVM 4.4

While trying to add a new host to a OLVM4.4 that was upgraded from 4.3 to the over_commit cluster I received the following error

ERROR [org.ovirt.engine.core.dal.dbbroker.auditloghandling.AuditLogDirector] (EE-ManagedScheduledExecutorService-engineScheduledThreadPool-Thread-67) [332e62f1] EVENT_ID: HOSTED_ENGINE_CONFIGURED_HOST_IN_NON_

HE_CLUSTER(10,462), Cannot activate host dc99-cb1-olvm-023.dc99.hosted.exlibrisgroup.com in cluster over_commit. Hosts with active hosted engine configuration can be activated only in the same cluster as Hosted Engine VM is running

1- What makes a cluster HE or non-HE ? Can this be managed

2- How did the engine decide that the specific host has an active hosted-engine configuration?

Howdy, Stranger!
