suddenly, lots of Pending Targets

OEM 13.5 on Linux

All is running fine, then suddenly tens of Targets from different databases and applications get reported as "Status Pending (Post Blackout)"

The real status is Up, but for some reason a selection of Targets changed status.

Tried restarting all, both OEM and the application/database

Also tried several potential fixes - too many to mention here - but none worked. The weird thing is that everything else just works.

All checks seemed fine as well.

Last attempt was changing _traceSeverityBufferSize in emd.properties to a higher number, because gcagent_errors.log reported "queue has grown to 2 times the bound limit of 50". That didn't have any effect, and the error also already appeared in the past, while this issue I don't remember occurring.
