Siebel user GUESTCST with sse_role but still fails to connect via ODBCSQL

I saw an article on SupportWeb suggesting this issue is caused by the lack of SSE_ROLE but the user has the role defined.

The background to this issue is that after upgrading to Siebel 22.10 --- 23.10 trying to log into to Siebel, does not display the login prompt but a screen with the error:

The responsibility of user 'GUESTCST' does not allow accessing view 'Home Page View (SBL-DAT-00329)

So far, nothing from support has helped.

btw, the point is not being able to login in, in the first place, so no need to suggest login and change views or responsibility! :)
