Can we accept and process EDI 830/DELFOR from customer without Oracle Release Management installed?

We have a customer requesting to Process EDI 830/DELFOR and we don't have RLM currently. What would be the ways to implement acceptance of EDI 830/DELFOR with RLM installed?
