Does Oracle JVM still not require a special JAVA licensing when creating a new database?

Our customer asked me to check if when we choose the "Oracle JVM" option when creating a database (via dbca), does the Oracle JVM in the database require any special Java licensing or is it still (as in 2018) covered under our Oracle DB license in regard to the new OracleJAVA licensing policy?

Is the Oracle JVM in Oracle databases still covered by the Oracle database license after the introduction of OracleJAVA licensing policy? [yes/no]
