Is there a way to prenote employee bank change outside of normal payroll processing?

We are on EBS 12.2 RUP17. Can we generate prenotes outside of normal payrolls? I know they appear in the NACHA file for prenote when the employee is included in regular payroll process, but we have a situation where this employee will receive a Quick Pay check instead of being processed in regular payroll.
