How to prevent additional enrollments in an Active Mandatory Class

ELM 9.2

We have a class that is set up as Mandatory Learning and we want to prevent any further enrollments while leaving the current enrollees in tact. Have tried a number of things like setting the class to concluded, removing assigned learner groups but the result is always that the learners in an Enrolled status get dropped.
