Project level layouts are not imported when importing multiple projects

We are having an issue when exporting multiple small projects from one environment and importing them into a different environment. After the import, when the project is opened, there are no project layouts to choose from. If we import the projects individually, the layouts come over. Below are the exact steps taken.

  1. With both projects open in environment 1, File -> Export -> Primavera P6 (XML) -> select both projects with no baselines -> 'Export all project layouts to a compressed file'
  2. Open EPPM in browser -> upper right 'view service status' -> Download file
  3. Open environment 2 in p6 pro -> File -> Import -> Primavera P6 (XML) -> select file -> check 'import all project level layouts' -> choose location and project options -> Finish
