Why processing lead time has been considered as Fixed lead time in MRP Plan (ASCP)?

Oracle App Version - 12.2.7

Issue:-

In Source EBS, buy item is having processing lead time =2, Fixed lead time = 0. In ASCP collections, the same has been collected in -1. In the MRP Plan results, Fixed lead time =2, Processing lead time =2.

When there is no fixed lead time in the source EBS, why the MRP plan defining the processing lead time value as the fixed lead time?
