Is your Siebel 16.19 Windows Env crashing every day at 1pm since Dec 11th?

Since December 11th, we have been experiencing an outage in all of our Siebel environments slightly after 1pm every day, including production. The environments impacted are in different data centres. Many environments have next to no user activity are still impacted.
We are still on Siebel 16.19 running on Windows 2016.
Up to this point, our only resolution to enable the environment to work again has been to restart IIS. Up to this point, we have not been able to find the root cause.
Has anybody else seen this kind of behaviour?
