Unable to modify an object under the int. workspace.

We are running on Siebel 21.12. SADMIN has created a new integration workspace under MAIN. The user with Workspace Administrator, Composer Administrator, Developer and siebel Administrator responsibilities was able create a new development workspace under the above integration workspace, however, when this user opens its own dev.workspace and tries to modify an object the below error is shown:

This operation is not allowed when there are no records displayed. Please execute a query that returns at least one record or add a new record. (SBL-DAT-00215).

What could be the reason for this error? The action that user tries to perform under his own dev.workspace a pretty simple: 1. Query for Action BC, 2. Add a new field.
