Benefit Summary Only Looking at Active Employees After Upgrade to PUM46 & Tools 8.60

We just recently upgraded to PUM46 & Tools 8.60 from PUM42 & Tools 8.59. The Benefit Summary is used by our Payroll and Benefits department daily.

Oracle has changed the sql behind the benefit summary to only look at active employees. It is PS_BEN_SUM_AD_SRCH. Why would that be changed? It's causing chaos in our business process.
