Project Date Consistency missing on shell level creation

Oracle primavera unifier (cloud), version 23.10

100+ user effected.

We are facing an issue on prod/stage/test. 

We have firstly created the shells via import excel and everything went good as expected.

We created the shell with START date 01/01/2018 (for example) and END date 31/12/2023.

Then we remember that we should have created the project with START Date 01/01/2024 and we did a BULK EDIT on Company Workspace>Company Sponsored Shells> and then we filtered all the shells previously created and we clicked on Bulk Edit and we modified the DE: uuu_project_start_date with 01/01/2024.

The system gives us a OK response and it was able to modify the duration of the project even if it doesn't make sense.
