lsof and dos2unix

Oracle Red Hat 7 with latest kernel updates

Question: our Red Hats are running Oracle just fine, but from time to time I notice that some tools seem to be missing.

Two of these are "lsof" and the other is "unix2dos" (and similarly, "dos2unix")

I always thought these to be basic with any Linux. I know there's special tools typical for Solaris or HP or such, but these tools are not that exotic.

My question is: what makes them NOT be part of a Linux install. I mean, they seem pretty basic enough to be part of the OS. For that reason I don't get why these would be optional. And if they are optional : what else is ?
