Best practice on handling employee terminations: Terminate before final payroll payout or after?

What is recommended for when to record the termination of an employee? Do you terminate an employee before they submit their final self service timecard, then process through payroll for all final payouts? Or do you terminate after? Our practice has been to terminate after final payroll.

We had a situation where an employee was retiring 12/31/23 then being rehired the very next day 1/1/24, all within the same bi-weekly pay period. We were unable to submit a timecard for the new rehire assignment because Oracle said a timecard already exists for this time period. The final timecard was submitted with hours for 12/23-12/31/23, but the bw pay period ran through 1/5/24 (no hours reported).
