Need to have Release Draft Revenue default to No from the Revenue Review form

When submitted from the Concurrent Request form, the PRC: Generate Draft Revenue for a Single Project program defaults to not releasing revenue. However from the Revenue Review form, that same process will have the Release Draft Revenue box checked. Is there a way to default that so that it is not checked?
