ADFS and SIEBEL SSO

Hi

We are trying to use ADFS server to implement SSO in Siebel.

In ADFS , there is a step to use certificates. I am using certificate which i have used for Siebel AI and SES configuration.

Siebel DEV is up and running as well.

ADFS is giving the error

SAML request for relying party request required artifact and rejected because artifcat service is not enabled.
