PO's not closing either from Buyer's workbench or PO_PORECON process

we have some PO's not getting closed by either from Buyer's workbench or PO_PORECON process. When did tracing on Buyer's Workbench, I see a table PS_PO_RC_WB_OK is being referenced to select data which I believe gets populated when you click on Close button from Buyer's workbench. I see no records for that particular Workbench ID is being stored in PS_PO_RC_WB_OK to select from and since the PO is not getting closed. Appreciate if someone could shed some light on how this table PS_PO_RC_WB_OK gets populated or what flags should we check in PO tables to make sure the PO is
