As per OTM Help, to source truckload rates creating shipment history/shipment set data can be skipped entirely and start the process by creating a lane summary.

The question is when we create a lane summary without Shipment Set ID, the shipment count on the lane will be zero and further when CRT is generated it will be generated with no lane data. When the Carrier or buyer uploads the CRT response it is giving me an error "X_LANE is invalid and Bid round is not open"

Can you please help me in understanding this. Can we source TL rates without creating shipment history/shipment set/lane summary details?
