Anyone else having issues with NC wage reporting (SUITS) - PeopleSoft Payroll 9.2?

Is anyone else having issues with NC wage reporting (SUITS) - PeopleSoft Payroll 9.2? We get 2 error messages: "FIPS Code is missing or invalid" and "Zip Code in Employer Record is missing or invalid". I went through their record layouts, and what PeopleSoft is creating is a perfect match (other than some weird note they have about the FIPS Code being 39 when NC is 37 - just how PeopleSoft has it hard-coded in the SQR). Our company ZIP+4 is on the A and E records (formatted like in their requirements), so I have no idea why SUITS says it isn't.
