Can I clone a PDB with APEX installed

Hi,

We have an APEX 18.2 & ORDS 18.1 installation in Oracle 19.8 database. I want to test the upgrade process to APEX / ORDS 23. Can I clone the database PDB and just do a java -jar ords.war setup to the new database?

If this approach is not possible, then what is the suggested upgrade path
